Power BI Premium per User, often shortened to PPU, is the annual license for one user who needs Premium capabilities without buying a full organizational capacity. It includes the collaboration rights of Power BI Pro and adds the features advanced report builders ask for first: paginated reports, larger semantic models, more refreshes per day, AI-assisted analytics, deployment pipelines, and XMLA endpoint scenarios. For a BI lead, finance analyst, operations reporting owner, or consultant building serious client dashboards, PPU is the step up from Pro that still prices per named user.
This product is a one-year Power BI Premium per User subscription for one named user. It is a cloud subscription, not a perpetual desktop product. The license is assigned to a Microsoft work or school account and used with the Power BI service, Power BI Desktop, Power BI Report Builder, supported browsers, and mobile apps.

What is not included: this SKU does not include a full Premium capacity, Fabric capacity, unlimited organization-wide viewers, Copilot licensing, tenant administration services, or base Microsoft 365 seats. Users who view PPU workspace content normally need PPU too.
The reason to buy PPU is not just a bigger badge. It changes the ceiling for what one analyst or a small analytics team can build without moving to capacity licensing. Pro is excellent for standard dashboards, but it becomes limiting when reports need paginated output, models grow, refreshes need to run many times per day, or developers want XMLA-based tooling.
Paginated reports are the clearest example. A sales dashboard and a monthly customer statement are different products. Dashboards answer interactive questions; paginated reports produce controlled pages with headers, footers, page numbers, repeated groups, and export-friendly layouts. PPU brings that reporting style into the per-user model.
The larger-model story matters for finance and operations teams. Data models grow quickly when a report combines sales history, stock movements, product hierarchies, budgets, forecasts, customer dimensions, and security tables. The honest limitation is audience licensing. PPU content is not a shortcut to unlimited viewers. In a PPU workspace, viewers normally need PPU as well. If the business has a small creator group and hundreds or thousands of casual viewers, Premium or Fabric capacity may become the better economic model.
PPU is especially useful when a report author has outgrown the habits of a single PBIX file. A more mature Power BI workflow separates source queries, reusable semantic models, certified datasets, deployment stages, gateway ownership, and report audiences. Premium per User gives one advanced user access to more of that professional workflow without waiting for a full platform purchase. It can support a finance model with controlled measures, a supply-chain model with incremental refresh, or a client-reporting model where paginated exports are part of the contract.
The buyer should also consider support load. When only one or two people have PPU in an otherwise Pro team, they can accidentally build content that colleagues cannot open. That is not a product fault; it is a governance issue. Before assigning PPU, decide which workspaces are PPU workspaces, which users must view that content, and whether the workspace should stay PPU or move to capacity later. Clear boundaries prevent the common mistake of treating PPU as a private upgrade while the reports are meant for a wider audience.
For consultants, PPU can be a compact lab for Premium features. It allows a single expert to design paginated reports, test XMLA-based processes, build larger models, and demonstrate Premium workflows before a client commits to capacity. The license still belongs to a named account and tenant, so client sharing must be planned carefully, but the feature access is strong for design, development, and proof-of-concept work.
